ACO Operations & strategy
Colm assessed operations and delivered strategic recommendations for a leading physician-run, hospital-supported ACO, based on ACO and value-based care leading practices. Recommendations will help ACO better manage risk in their CMS Enhanced contract. Areas addressed included:

CIN / ACO Operations & strategy
Colm has worked with a Clinical Integration Network in Arizona for 3 years, helping with both their CMS MSSP ACO Program and other commercial value-based contracts. As Program Manager, Colm led the ACO Operations, resulting in the ACO becoming the only MSSP ACO in Arizona, and one of only 15% of MSSPs nationwide, to achieve shared savings three years in a row. Colm’s experiences include:
Designing and managing the annual quality reporting process (including integrating data from multiple sources including EHRs, HIEs, and other data repositories.)

Colm created a Business Intelligence (BI) and Data Warehouse (DW) roadmap for the largest Hospice organization in the western US. He assessed the enterprise needs, led and managed the program to select and build out DW and BI platforms, to pull and standardize data from multiple sources, to design and create multiple phases of clinical and operational dashboards, reports and visualizations for Hospice senior leadership.
Colm created a growth and operations strategy for an ACO's Clinical Informatics team to become more capable, efficient and able to handle additional growth. The strategy consisted of process, team and tool evaluations & recommendations based on corporate direction and priorities.
CTO / CIO SERVICES
Colm was interim CTO for a new a new health insurance COOP. He joined the executive team during very early stages, and helped to design the IT Strategic Blueprint for the organization, and helped implement this strategy allowing the organization to rapidly grow and become functional with Federal Insurance Exchange in 9 months, while simultaneously laying a longer-term technology foundation for future growth. This included overseeing and implementing multiple IT solutions to stand-up and automate the organization’s operations, defining start-up and on-going IT resource models, budgets and plans. Colm also oversaw the EDI and other data integration between the insurance plan and 8 business partners.
Colm was CIO for a management consulting organization which included leading and managing the IT Strategy and Operations for client-serving and administrative staff. This role included selecting, implementing and managing operations around all enabling business systems and technologies, managing the technology budget for the organization.
INTEGRATION PROGRAM MANAGER, INTEGRATION ANALYST/PROJECT MANAGER
Colm helped a new health payer organize, manage and implement >130 interfaces covering Enrollment & Eligibility, Claims, Broker Sales, Prior Auths, Patient Portal and other functions for Federal Exchange and Commercial Medicare Advantage markets across 3 states. He worked with Trading Partners and Internal customers to organize and implement interfaces using EDI, HL7, JSON & custom formats.
community provider clinical integration IT strategy
Colm helped a large integrated clinical network develop its Community Provider Clinical Integration IT strategy in the Arizona market. This included evaluating, recommending and building budgets and models for the technologies needed across multiple business growth strategies and diversified partnerships assets including joint ventures and acquisitions with local provider organizations, alliances/partnerships, market lab, imaging and other service providers, and other outpatient growth strategies for employed and non-employed providers. Technologies evaluated included Practice Management and Ambulatory EHR systems, HIE technology, IT Connectivity, Enterprise Master Patient Identity solutions, Imaging solutions and more.
COMMUNITY PROVIDER CLINICAL INTEGRATION IT STRATEGY
Colm helped a large integrated clinical network prepare Community Provider EHR Subsidy programs in multiple markets including Arizona, Inland Health and Henderson. This included evaluating and creating full service solutions for the implementation and integration of multiple EHR systems, funding and services options to remaining compliant with Federal STARK and other regulations.
Security Consultant
Colm developed a new process for Third-party Security Management Review of US Domestic Banks for the Chief Security Information Office of a large credit card and travel service provider. Colm also built a department future-state roadmap which addressed a content asset refresh strategy, optimized the internal security request process, captured the organizational desired future state and developed a prioritized project portfolio enabling the client to achieve a CMM Level-4 maturity level within 12 months.
Senior director, enterprise applications, e-Learning
Colm directed the strategy, management, budget and operations for the software systems relied upon by Sales, Customer Service, Marketing, Finance / Accounting, Field Consultants, Product Support and Warehouse / Fulfillment teams of an 700+ employee global eLearning company. Responsibilities included understanding business goals and processes, aligning technology solutions to the goals, and delivering high-impact, on-target projects. Colm established portfolio, program and project management best practices which increased initiative success, directed M&A IT transition and consolidated a portfolio of 75 enterprise applications across all international divisions.
